I find Ababu to be a useless busybody in that ministry, but the government indeed has a role to play in facilitating development of talents. Cheap internet is not enough.
For instance performance theatres, sports stadiums, protection of intellectual property, etc.
Btw, internet is no longer a significant problem. Kenya has one of the cheapest internet in Africa with very wide coverage. It is least of the problems.
Mwaf shouldn't assume that talent revolves around digital content creation. Other talents, especially sports development require a lot of government input and support.

Kenya is over 700 Billion in debt as we speak. If all the corruption magically stopped today with current revenue streams it would still take over 12 years to clear that debt. Do the math.
