Here in the UK, the BBFC rated Cruella a “12A” which is our equivalent to your “PG-13”, but the BBFC rated the Simpsons movie and also the Bob’s burgers movie I think a PG while they got PG-13 ratings by MPAA.
Interesting enough, Babe: Pig in the City was originally rated PG. You can even find a few tv spots on UA-cam, advertising the movie with that rating. But the studio then appealed the rating down to a G.
I far as I can tell, there hasn’t been an all live action film that wasn’t either a documentary or re-release to receive a g rating since 2014 with Eros Entertainment’s Dr Cabbie
Even the latest disneynature film, Polar Bears got a PG and I'm pretty sure Lightyear will be PG as well. Both are for more understandable reasons but this adds to the G rating falling out of use. The first planes movie at least didn't really have content as scary as cars 2 or even cars 3 yet got a pg rating anyway. I have even come up with a new system of bare minimum standards for what justifies a PG rating. I also find any PG movies with ‘some’ or ‘mild’ hilarious because that’s basically admitting to being a G rating in disguise.
Oops. And honestly kind of surprising. You would think the college parties and the Dean Hardscrabble character would be enough for the MPAA to slap the PG on it. But I agree with the G they gave it.
Temple of Doom and Gremlins both got PG, but they each contained some scenes of violence that were deemed way inappropriate for younger viewers, so Steven Spielberg who executive produced and directed the respective films reached out to Jack Valenti and suggested either PG-13 or PG-14. Valenti got back to Spielberg and they agreed to PG-13. Since then, PG-13 has been relevant to action films as was PG is to family films as the G rating has been mostly dormant in the last few years.
And also apparently the MPAA thinks a scene where a character asks another character what a certain character's foot size is is enough to get a PG rating. But yet a movie that has a song that has the word: "Hell", in its lyric, as well as a joke about a kid slamming his "You know what" with a toilet seat lid doesn't get a rating higher than PG? Yeah, I still can't believe Home Alone 3 got a PG rating despite it having those two aspects.
I remember the worst out of cruella being that cruella's supposed mother was pushed off a cliff. The lion king 2019 remake got a PG rating with a similar scene and the original 1994 animated film got a G. So why did the mpaa thinks this warranted a pg 13? Even with saving mr banks, the pg 13 made sense as there was an attempted suicide plus the lead's father destroying his life with alcohil
I think it depends on how you use the rating. I find the ratings board in Ontario, Canada tends to be fair and accurate. I do think movie classifications are important. The problem with the MPAA is they have a broken system. For example, they only allow a certain number of f-words in a PG-13, but you can shoot as many people as you like in a PG-13 as long as it's not gory.
With the amount family films, both in live action and animated, released nowadays that features certain content that would have been deemed inappropriate years ago, they might as well be label be rated R instead of G or PG. Especially the upcoming release of Pixar's Lightyear.
For some reason the first Toy Story and first Cars films are rated PG in the U.K. and only gotten Gs in the US. I don’t understand why the BBFC rated those films PG in the U.K.
For Toy Story is because of the scene where Sid is doing horrible stuff to the toys and cars is because a character says bloody which is a swear word that would get you a PG

That's where we get the trope "Avoid the dreaded G rating". They think it's all kiddie crap and that no one wants to see it. I think they forget that Hunchback of Notre Dame and Pocahontas got G ratings despite referencing mature themes.
G rated meant General Audiences or All Ages Admitted. It didn't automatically mean a kids movie. Many Disney films had scary and/or violent content - either implied or softened. The year 1970 saw two films rated G that would not have received the same rating today: BENEATH THE PLANET OF THE APES and WHEN DINOSAURS RULED THE EARTH. DOC SAVAGE: MAN OF BRONZE (1975) had pulpy action and soft violence. LEGEND OF BOGGY CREEK (1972) had no violence or sex, just some occasional scares and suspense. Sometimes, it seems like the subject matter is being pre-judged.
I think most old Disney and/or Pixar movies in general would be rated pg nowadays. Off the top of my head the only films I can think of that would be able to get a G are the Aristocats, The Sword In The Stone, and MAYBE Robin Hood although there are slightly risqué jokes in the latter that haven’t aged well such as Little John dressing up as a woman and one of Prince John’s rhino guards whistling at his big butt

And Ursula' death as well as Flotsom and Jetsom's demise and I even find The Little Mermaid itself to be a soft-core erotic story, and the Cave of Wonders in Aladdin is intimidating as well obviously, (a large white glowing eyed panther head with a booming voice) a few examples like that.
