That isn't even the original meme, this is the Rikka's Finger Spin Meme which was from back in 2012 which reuses or imitates the couple seconds of Rikka from the Chuunibyo anime spinning her fingers in a circle cutting to a shot of her twerking. If there is anyone misinformed here it is you.
