People seem to forgot Norman’s last words to Peter in the first film. “Peter, don’t tell harry” and Pete still doesn’t break the promise when he easily could have in this moment. Just shows you the kind of respect peter has for people even if they have done bad things. Just shows you how great of a person Peter truly is.
In Spider-Man 3, he immediately tells Harry the moment that Harry is trying to kill him, so he didn't hold that promise too closely. If he told him sooner, he could've prevented Harry from spiraling off the deep end.

The extended cut also supports this, as Harry forgives Peter without the butler's intervention. So it's really a matter of him thinking Peter killed his father and took justice into his own hands. He's smart enough to put two and two together when it comes to the goblin gadgets.
Yes, even if Spider-Man killed the Goblin, what he of course not did, Harry had to understand that Peter is the good guy, who saves people's lifes and the Goblin is the bad guy, who killed a lot of people. So if Harry finds out that, he had to forgive Peter even with the thought he killed his father.
THATS EXACTLY WHAT I THOUGHT WHEN I REWATCHED THIS SCENE AFTER HAVING NOT SEEN IT IN YEARS!!!! This totally felt like Shakespeare! To me, the drama and emotion is just incredible in this singular moment.

The movie just kind of goes on and there’s more comic relief In this, it changes everything and adds so much to Harry’s arc. It’s a huge slap in the face - the menace who murdered his father is his best friend. This film is beyond brilliant

Harry had an inhibitor chip and threw in on Ock's forehead who then was freed from control but Ock went unconscious. Harry drowned the core by drowning it in the water.
Then the movie goes quite similarly but Harry lets Peter move into his mansion.
