I’m not familiar enough with the specifications of the Japanese probe to know how much they invested. Because of the sample return I’d assume that the Chinese Space Agency would have spend a lot on this mission, and because of that they probably used a lot more simulation and engineering time.

For an apollo-style return, the problem would be needing to carry a bunch of extra fuel to slow down enough to match orbits (vs. using the atmosphere for that.) Chang'e is on a much slower return trajectory, though, so perhaps we could see that in the future?

Ah, but what was the difference in costs? Intuitive Machines was a relatively inexpensive - for space - effort. I’m not familiar enough with the specifications of the Japanese probe to know how much they invested. Because of the sample return I’d assume that the Chinese Space Agency would have spend a lot on this mission, and because of that they probably used a lot more simulation and engineering time.

Was this something to do with a trade agreement that went bad or is there some other reason why we should be prohibited from cooperating with china? Wikipedia page for Queqiao-1 has some graphics, but it's in "a halo orbit around L₂" so it can always see the earth and (part of) the far side. It does need a fair amount of fuel to *stay* there, but it's in year 6 of a 5 year mission plan, so it was pretty well equipped.
China successfully achieves its objectives, contrasting with the United States' reliance on theatrical tactics, which lack sincerity. Consequently, China's inability to find evidence of past American moon landings highlights this disparity.
Chang'e 2 claims to have verified the Apollo sites and at least one rover. Chandrayaan 1 and 2 (India) also confirm Apollo sites. Selene (Japan) also confirms Apollo sites. Chandrayaan-2 has the best independent images. Then there' NASA's own LRO images, of course.

For an apollo-style return, the problem would be needing to carry a bunch of extra fuel to slow down enough to match orbits (vs. using the atmosphere for that.) Chang'e is on a much slower return trajectory, though, so perhaps we could see that in the future?
