I don’t know where you can get. If you are a Cisco student, you can sign in your account to get it. If you are not a student, I think you can download free packet tracer online then creat this file by yourself.

@@joy77772 same here, we are recieving always " host unresolved when connecting" in the browser after switching to 3G/4G cellular

I meet that problem too, I think it’s packet tracer has problem. What I did is to reset this PKA file and redo it from beginning, that will help.
