This is wind mantle (skill from risen kushala, but you can also get it on curio crafting and talismans) it gives you more and more cooldown reduction for wirebugs as long as its active, activates on skill use, is removed when you sheathe. Its kinda like wirebug whisperer lvl 3 effect but that one doesn't work mid air. Has 3 levels I think? Forgot if they are based on time spend with it active or amounts of hits or smth.
