Hi, so just to clarify, only the primary surface and approach surface need to be clear of physical obstructions, whereas horizontal surface, conical surface and outer horizontal surface can interfere with terrains or other obstacles?

Ideally, all the surfaces would be free of airspace obstructions. You are correct. Topographic features often penetrate the conical surface, horizontal surface and even transition surface in some cases. Generally, the most critical surfaces to safe aircraft operations are the primary, approach and transitional. Please note, penetrations of the horizontal surface can result in adverse impacts to airport operations.
