In that coven there was a ritual "the merge ritual" during which one twin absorbed the magic of the other twin causing the death of the weaker twin. It was one of the storylines of The Vampire's diaries season 6.

Jo is their Biological mother meaning they’ve got her DNA ( so , no matter how much you think Lizzie has similarities to Caroline she doesn’t share DNA with her and neither does Josie) Caroline would be their Surrogate Mother or Birth Mom meaning she just gave birth to them.
