Later on I also take into account an assumption about whether the number of non-zero pulses since the substitution is even or odd. Your statements about cases "negative and odd", "negative and even", etc. are correct.
I think you mix up the rules for Even and Odd. The way you are doing it will give you +2 DC lvl when u add up the "ones". I think it is supposed to even each other out.
