If it is written 24hrs then it is midnight.

Ex: 10 hours will be 10 am
14 hours will be 2 pm.

just convert the decimal into minutes
ex: lets say its 330 minutes difference
to convert into hours => 330/60 = 5.5 hours
now keep the whole number as it is and convert decimals to minutes
To convert the decimal to minutes => 60 * 0.5 = 30
So it will be 5 hours and 30 minutes

According to your question.
Both the meridians are in different hemisphere.
So when u r taking the longitudinal difference...add the longitudes.
