One of the many reasons why our system sucks is that they send policeman with sticks and broom handles to deal with active shooters armed with fully --automatic assault rifles and taped magazines. Look at the prep those shooters had and then look at the policemen throwing stones at kitchen door. It's a real thing and happens very often.
Police should be trained to update and equipped with modern weapons as they are the first one to respond before any special force are call in.

It happened becoz of then govt's weak and soft policy on Pak sponsored terrorism. Also some Indian fishermen in high seas lured out of money had led these terrorists to the coast. Even the coasts guards with heavy weaponry and radars could not detect the dingy or intruders. So there was a huge security lapse everywhere. Meanwhile Indians were quite busy and happy with IPL' cricket matches.
