Speed is the highest contributing factor in road deaths but what they are deliberately omitting is the most important word in that sentence. "inappropriate" before the word speed. Aqua plane anyone. 100km/h in Pea soup fog. On a clear dry day with no traffic around 130km is not a death sentence, that is only the car they are drive.
Inattention is highest contributing factor. But it's not easy to catch and prove someone being "inattentive" until the crash happens. Speed is easy to catch, just decide on an arbitrary number and use cameras/radar to monitor..... so they focus on that.
