Suisei and Azki were under Inonaka Music label (INNK), a subsidiary of Cover. INNK only had resources for Azki so Suisei got to jump ship first to HoloJP. INNK was going to be closed after some time so Azki was then absorbed next to HoloJP.
The "COVER Apology for copyright content" relates to an incident where 2 of Mio's gaming steams of a CAPCOM game were striked due to copyright (you know how 3 strikes can kill a channel) and thus 90% of all of the talents gaming streams were also taken down (the reason old clips are so rare)

Hololive left China after Haachama looked at her UA-cam analytics on stream and looked at where her viewers were from and read that some of them were from Taiwan then Coco did it as well. The copyrighted content issue was a separate issue where Cover were not getting permissions for playing games like they do now until Mio had a copyright strike from Capcom. Cover decided to private or delete all streams that didn't have permissions from copyright holders which was most streams.

Dev_is read as device, and they are doing a lot more music than the other branch. They are planned to be more focused to music
