Yeah it's an English turn of phrase that doesn't really work when you use its literal math meaning. "Lowest common denominator" is the scummiest guy and "highest common denominator" is the classiest.

One thing to keep in mind...the House takes the political temperature more at the local level. Each state gets 2 senators no matter how many people are in the state, but the house is more of the "popular, local" vote.
