Because as an "Elite Researcher", they forcefully take Class-D humans to recklessly perform experiments with dangerous SCPs, without a slight bit of remorse for that subject. If you refuse, you die, hence the word "forcefully." It's not THAT serious I know, but I just found that to be hilariously ironic, so I had to point it out.
