Unfortunately, Jessop offers no clear definitions of governance or the state. Moreover, for the last 40 years he has argued that his approach is non-essentialist. At the same time, he most frequently applies the term 'capitalist' state. Likewise, he used to be very critical toward discourse analysis, and yet in some of his most recent publications he also applies semiotic theory. Finally, it is somewhat puzzling how an overly conceptual framework can predict the future.

He also called some of his students neoliberals o.O
I don't know a libertarian who identifies himself/herself like that.

Def of the state : Jessop 2008 state power p8 and anotherone given in Jessop (2015) State - past present fugure p 49 Seems to be a.) a strowman arguemnt or b.) a challenge to his overall strategic - relational - approach. As i think your rather mean b.) I would emphasis some benefits namely that this avoids to have a simplictic often normative understanding of what a state should be. It therfor needs emphasise that states are ,even though paritally autnomous macro organisations, not subjects on their own and have capacities that are shaped wihtin historical processes , have dependencies, are subject to other political powers within and beyond the social formation and the this together impacts the exercise of the states powers and development ...

“state itself is not a single entity… it is an ensemble of power centres that offer unequal chances to different forces within and outside the state to act for different political purposes.” ‘therefore instead of talking about the power of the state , one should speak about the various potential structural powers…that are inscribed in the state as an institutional ensemble.’ (jessop,2007)
