Is it Australia's best, well it's pretty good and consistent, holds it's size well, but have you seen Snapper rocks on its day but its crowded, same could be said for North Narrabeen, a better wave would be Boneyards in Marion Bay Tasmania, where I now live, but it's really inconsistent, so given your criteria it wins on low crowds in my opinion, but not the best sand wave, but on it's day it's close
