Adjust the low speed needle in the tank and the high speed pushing the load at WOT. And remember kids Hi is low and Low is high. You should buy the flywheel pointer tool and adjust the points using the timing marks and a meter. It’s the only way to set it precisely, in my opinion. I have the exact same motor and it purrs like a kitten.
I don't even have a boat, except for a small inflatable. However, I love watching your videos fixing outboards. Having ridden on a larger boat with an Evinrude 225 on it, I got to love Evinrude/Johnson outboards. They have this sort of punch that only few 4-strokes can match. Electric outboards can, but they still are expensive. Maybe I also have a weak spot for 2-stroke engines. Keep up your great work!
You probably already have but check the compression levels on each cylinder. It may have low compression or have been run hot that may be why your having to use the drill to start it.

Hey. Thanks for tuning in. No emails. I wish there was just one answer to a "wont idle" situation but unfortunately there isn't. What year is your 25? Did you recently get this outboard or have you had it a while? It could be something as simple as the timing settings to a hard to find air leak/sucking air or even deeper, I've heard that worn piston skirts can cause this too and still have good comp. Also what may seem like a fuel issue can be ignition and vice versa. They tend to mimic each other, as ignition parts warm up they start to break down although they test/ohm out fine. So at this point it becomes a process of elimination, talk about a PITA! You'll have to go through the fuel, ignition systems and even the cooling system, and when I say cooling I'm talking about the head gasket may be starting to leak. The smallest amount of water vapor will kill it at idle. We just went through this with Dino's 60hp Johnson 3 cylinder. First thing I noticed was the middle cylinder spark plug came out nice and clean and the other 2 were greasy. Checking the plugs is a good place to start, while it's trying to idle then dies pull the plugs, are they wet or dry. If dry then the fuel is not reaching the plugs, probably an air leak somewhere, weak fuel pump, if wet, the fuel is fouling out the plugs and depending on the year/model of your outboard the primer pump may be leaking and pulling to much fuel, weak ignition spark, timing not set right. There was a service bulletin for these outboards around the late 80's early 90's to where the slow speed timing needed to be set about a 1/4 inch up past the marks on the throttle cam. This happened to me with my 1990 30 hp Johnson, it was a non running outboard when I got it. Anyway got it up and running it was a one pull wonder, a 7 year old could pull start it. The last thing I did was set the timing to the marks on the cam and everything seemed find, put it on the boat, fired it up and it wouldn't idle. Couldn't believe it. Trying to figure out what happened an old OMC mechanic told me about the service bulletin, reset everything and it was fine. Also did it on another 30, an 89, did not want to idle at the marks, reset to SB and she idled fine. That's why I asked what year your 25 is. A service manual, OMC specific to your year/model is nice to have if don't have one try ebay for a good used one. Let me know the history on this thing and we'll try and figure it out! Thanks again !
Cam follower. They aren't adjustable like they are on the 15+ hp motors. But those rollers do get smaller as they wear. Also the cam on the throttle plate will wear away with time. Either and/or both of those are very common causes for these issues.

Hey. Thanks for tuning in. Not sure I understand your question but I'll take a shot. If you're referring to the WOT timing stop screw/bolt with the rubber bumper, its suppose to stop the throttle linkage at full throttle for correct High Speed Timing. High speed and low speed timing are two separate issues. This is where the "link & sync" comes into play. Within the throttle linkage are various setting to synchronize the throttle handle/cable to the outboard low & high speed linkage. At idle all carburetor butterflies should be closed, roll pins on the butterfly shafts should be perfectly horizontal, butterflies will be vertical, as the throttle handle moves forward the cam follower or roller is synchronized with the timing mark(s) on the throttle cam for slow speed timing and the butterflies begin to open. At full throttle the butterflies should be open and perfectly horizontal in the carbs and the roll pins will indicate this by being perfectly vertical. There will be a low & high speed stop screw on the linkage to help achieve these settings. Let me know if this is what you're referring to or is it something else. Thanks again !

I can't figure out why they made that pull starter so idiotic! On my Evinrude Sport Twin (1970), it's all readily accessible. You could even change the rope out on the water if need should be. However, if they're taken care of these old bangers run forever and a Sunday. The fuel pump is prone to fail if they are old. Also, the coils are often rotten and need to be changed. Yours look nice so someone has been in there. Good job .. :)

I have heated those plastic adjustment knobs and squeezed the end with pliers and got them to work again
