I feel like there are a lot of apps where you can put an image and get the color palette. I think I'll go for a book that talks about color theory to learn more about mixing

This is true! I recommend Blue and Yellow Don't Make Green by Michael Wilcox, I found it to be a good book on color theory and mixing.

Seems a bit useless to not list the colors used?
That's a good point! I think someone new to painting might struggle with recreating these palettes because there are no colors listed.
