Based off the Pennsylvania game commission book it states you are not allowed to place any feed on state land including salt and minerals. So it definitely is illegal.

The screw in bow hanger you got there is also illegal on public land.. Maybe go back and re-read the rules and regs book again before posting a video like this. (PGC.PA.Gov)

Minerals are legal but need to be removed 30 days before season.
