According to NABH and NABL rules, you must inform the staff and students about the mercury/chemical/blood spillage first before starting to clean the place. That is the first step always. This makes everyone aware that they should not go there and spread the toxic substance and they must avoid entering that zone. Then start wearing your PPE and begin the cleaning process.
