Hi there, I am from New Zealand and i am using that tester for battery maintenance. I have exactly the same problem as what you have but i cant figure it out. are you accepting for a repair? i can probably send this to you to go and have a look on it.
I'm afraid it will cost you the post duties more then the tester it self. You can check the board with care, using a magnifier, give it a good cleanining and use new batteries set, it will work, they are serious japanesse products.
I have a Hioki battery tester BT 3554. After measuring a battery I get resist 0.02 mOhm ( before was 3-5 mohm). I replaced battery but i still have same measurement by hioki Please can you advice me what can be wrong Setting on hioki tester is same like before
That's way out of tune, try to reset and calibrate. Check for water damage eventually clean the board. I don't have the tester, was only for fixing but follow the manual how to calibrate
0.4 mOhm for four-wires short test is a bit high to me. I got a Hioki 3541 resistance meter. When shorted, the reading is around 200 nanoOhm.
I don't have it anymore so I can't redo the test.

What is the purpose of using adjustment board?
And can I use an aluminium block as an adjustment device?
That's not a simple metal bar but a calibrated shunt/resistor. Better short the probes for 0 ohms.
When testing the meter just shows the voltage and the impidence is not working is there any solutions
It's hard to say...check for liquid damage, clean it and try again.
