The reason is infact economical for the country. FAAN has been renting office since over 30yrs @ Abuja, while their office @ Lagos is empty and lying valour. CBN on the other hand is small to accommodate the whole department and now overloaded, while their gigantic edifice @ Lagos is also empty and most their transactions are @ Lagos, so does it not reasonable to move some department to Lagos? The aspiration of the average Northerner is mostly to work for the government: civil service, military, police, and prisons, etc. They are not too inclined to compete for space in the private sector. It has nothing to do with competency as there are folks from the North who are as competent as their conterparts from the South. I think it may have to do with their general cultural disposition to work and life. The average Northener accepts life's conditions as given by the Almighty. So, they accept life as it is. The drive for material acquisition is often moderated by religious beliefs. I once had a Northerner tell me he preferred a job that will not interfere with his daily prayers. I recall a time I was at a bank in Kano, and it was prayer time. The staff left their desks for prayer. At first, I didn't get what was happening until the Operations manager, a southerner, told me they were going for prayers. The private sector may not offer such flexibility. Hence the strong attachment to the public sector up North. As much as the above does not make rational sense, but it constitute a concern. It is unfortunate the dysfunctional system on which we operate as a nation. A system that is restistive to growth and development. We need an elite consensus on key issues of governance, growth, and development in Nigeria. Until this is done, we are going nowhere. The notion that the South controls industry and commerce. So the North has to have the public sector is crazy. Believe me, this is the idea being feed to the people. The North has enormous resources and capacity for growth. Its fixation on politics and all its attached strings as sources of value extraction has blinded it to the values that are underneath its soil and spread across its region. The government must learn to communicate effectively its intentions to the peole. Knowing how Nigerians are and their propensity to misinterpret the intened plans, policies, and programs of the government.

What's the business of ACF with situating government institutions wherever? The last time I checked all our military and police formations are in the north and nobody is making noise about it. The problem is that the banking supervision offices is in abuja and all the banks are in lagos. So abuja people always have to fly here. It’s very costly.
