I think the transmitter staff didn't cut / were struggling to cut the visual carrier fast enough this time around, after the DTMF tones sounded (those tones were the signal to the CBC's transmitter crews to turn everything off for the night - most nights, it was successful and you eventually saw static or 'snow' after a few moments of colour bars and tone).
