We personally don't enable 2FA for learner accounts. One of the main reasons is that learners on a platform often have enough trouble logging in using a simple username and password - so adding 2FA would likely lead to a lot more support requests! It would depend on the type of course though. If you are delivering a course where learners are entering potentially sensitive data then 2FA might be useful in this circumstance.
