Actually its not conpulsory to change in the start where you name yourself for the first time in the game. You can change later. U will also not to use Vpn to avoid automatic flag seletion when u open it with vpn on

You can play with the "?" flag if the game just doesn't know what country you're playing the game from, basically if you start playing the game without internet connection, you can get the "?" flag because the game doesn't know where you're from.
But the game does check for your country every time it boots up, so there has to be something going on to permanently keep that "?" flag.
