Go rent a room and then go to the chest and then you select wardrobe (you can also do this at a tailor) if you go to the room in the back or a general store then select modify

I'm not sure. I use a PS5, not a PC so mods don't apply to me. But he's said it's a mod that allows him to remove the satchel and the off hand holster.
