What if you already raised the water level before moving the raft?

Go back to the Campfire, the gun unpacking thing reset the water level

Yeah. That was my mistake. Now the gun thing kinda makes sense. I'm sure most people pull that switch right away. There aren't any moments before this that make you think you need to be careful like that.
