You found your way here, and have more-than-likely heard of Burning Man. Thus, I think it's quite clear that, in this case, it is the former.

That said, there is no discrimination and anyone can go and find the aspects to Burning Man that suit their particular purpose and orientation. Burning Man is a place apart, a space where possibility is not mediated by default world structures and strictures.
