To be honest, it's not about how you setup your server. You can have the best server ever however, people might not like to join or be active. There are several ways (on UA-cam) on how to get active members for your server, but it doesn't work that way. It is ridiculously frustrating how a new server which is full of edgy girls can be always active than your fully organized, cool, nice looking, unique server.
