It is Julie Ann that has a great voice..She has an Angelic voice that you can really feel the emotions of the songs and you will enjoy watching her sing because of her great visuals so pretty and the vocals so amazing..She is not a biritera like others that hurts my ears..Her singing style so clear ..She can reach the highest notes without trying hard to shout. Plus the her composer also confess that he had some mistake because he use the 2nd verse which is more faster that the original. both of them are great technically, so the rest of the decision on who is better comes from your personal preference both in vocal texture and story telling which both singers did beautifully. Julie Ann has this feeling of sympathy towards the receiver telling that I can feel your pain and suffering and we can survive together while Morissette has this feeling of encouragement and uplifting vibe telling the receiver that it's okay we can do it we can rise again don't worry.
So don't be ignorant telling that one is better than the other without analyzing everything. I also read about achievements both of them has many achievements on their own and no one is better that the other one they just have different achievements than the other one.
