Detect the drivers speed, know your drone range and top speed, but yes ultimately you will need several ground units. For one, a ground unit several miles ahead of the target. They will be need to be ready to pull over and deploy their drone when the team behind them is reaching its max flight time.
Anti surveillance means "you dont want to be followed or get stalked, your action is discrete and unnoticeable here".. while counter surveillance means "you are following the move of those people who are following/stalking you".. there you go :)

Nah man , drons have a range. So u need ground units . But u have a point yes u can watch from far without being detected

Tracking a car in Europe is desnt make any sence. It is a big race thought city. It is hard to track vehicle by drive at the back.
