Look at the Bruce Wayne flashback in Tim Burton's 1989 Batman. He wears loud colors (he's technically a clown), but he's always dressed to kill (pun intended) *My* doesn't look like a transient. That's *YOUR* JOKER 😂!

With the exception of The Joker, none of the bosses on this game are based on a Batman villain from the comics. They could use other Batman villains like KG Beast, Deadshot or even Calendar Man.
