Go to team and click the bottom of your screen which would show your substitutes and if your substitutes have a low OVR, remove them and your teams OVR should increase

No but probably I have if you go to your settings and in advance you will find a graphics setting which you should turn to the lowest and your FPS should be at 30 and make sure there's no background running apps before playing
