I think the hardest part of singing like this is being too 'polite' with singing. Sia is so raw, and is able to hit the notes (and sound AMAZING) but by really pushing her voice. I'm able to hit the high notes if I get loud (singer friend verified it for me yesterday :P ) but I have found, especially listening to the covers on youtube, that noone attacks the song, like they're afraid that they'll hit a bad note. I think those scratchy, not completely on notes every once in a while are what make it sound better and more unique. Just my 2 pence :)
Sia does nail that dirty, distorted sound with her voice - apparently it's an insanely hard technique to master and be able to do healthily though, a lot of people that try to replicate it often strain and do damage to their voices.
no problem! the science of this stuff is incredible, some people are just physical masterpieces and can naturally do this stuff which is ridiculous! But I get the impression Sia has put a lot of time and effort into her technique.

it is really insanely high for the average human, good singing technique could be your friend here. But also it's possible that some of the people that say they nailed it are lying ;) so don't judge yourself too harshly!

you can always learn to belt! it takes a bunch of effort and patience but I can belt the song now while last year i could only sing it like a classical singer!

I can only sing this with my head voice... any tips? I really want get into my chest voice more.
You're not really supposed to pull chest high, as it's actually bad for your voice. Try looking up some stuff on mix voice (or middle, mixed etc.) and doing some exercises. The goal of that is to blend your chest and head so that your higher notes sound more full, and chesty without being unhealthy to sing :)
