I think we have to assume one of two things: 1) someone at the executive level has no idea how inducements work in-game and is just pushing for new but nostalgic content. Seems a slightly harsh assessment. 2) They brought him out because they're genuinely buzzed by the old-school vibes, practicality can go hang. You CAN sort of build a tournament team around him if you take no rerolls and mostly linemen...
So if your thrower has On The Ball, can they throw three squares ahead of themselves and then On The Ball to the square they threw the ball to? "I'll just throw myself the ball"
Quick builds I can throw up for him. Elven union. 10 lino's (600k) 1 thrower (75k) Jeremiah Kool (320) 995 total. All other elves are too expensive to get him in in the first place. In tournaments you would have 1100 or 1200 to spend. 1100 is the same but with 2 rerolls. 1200 list: Elven Union. Jeremiah Kool (320 - 320) 9 linemen (540 - 860) 2 RR's (100 - 960) 2 Blitzers (230 - 1190) 1 assistant coach/cheerleader/dedicated fan to make 1200)
Never seen the point of Elven star players - almost every elf on every team is already a star player compared to a standard BB piece. Even if I had 320k in inducement cash, I'd rather buy Team Re-rolls and Wandering Apothecaries to keep my current team alive, as like Ben said - this guy will just steal SPP away from your current team.

I was just writing about how much value you get with the dark elf assassins and a stab skill you can't even buy, while chasing after skinks in the backfield or pickin up the hail mary, and could use dodge and tackle, just omg!? And stabbin at their inner defensive line stacks first and asking questions later? And use that 150k for a 4 str willow or somethin if they've got ten gaurd dwarves on the defensive line, or stack the sideline I meant to say and bash the tenth line gaurd dwarf on the side on offense, in the big tournament, and strike to make it hot, if the iron isn't hot? And definitely have to watch out for those 8ma wolves goin after the ball in necro with a runner or two to cover it though, like playing humans without three halflings, lol. Full bench at 14 players, for just under a million, and plenty of gaurd and ogre? And 1.16m for thirteen dark elves and wondering about human stars now, and always nice with a halfling for the turn 6 kick-offs and fouling? If I could figure out how to use star player abilities in this game, better get zug. Good agility value on the elves, but as the ogre with +2 break tackle can be unreliable, they have alot more gaurd then renegades with ghoul chewer though? And learning about a good balance between price, scoring potential, and survivability; with pro elves for 730k at eleven, with willow good to get left behind with thick skull and dauntless, and eldrin also better at mesmerizing bigs than two die pushable dark elves, 850k for thirteen and 150k for willow, time to show off the assassin though, let the eleven player 610k halflings get zug, and score more to make more money to replace the dead, and hopefully get some blocks after game 1 for black orcs and lizards, and a much better chance of stopping the wood elves offensive retreat and advance, with two safety throwers blitzing them backwards, a catcher, and a bunch of different tackle, diving tackle skills without mutations, and the dump-offs after the safety thrower blitzes and pushing the pace with lots of expensive catcher hostages when they get away and try to score in the first half hopefully, and elf catcher instead dark elf runner to recieve with on the ball throwers crashing into the offense line when they can't catch the ball, and able to move once and stand next to a ball in the inzone instead of back like usual, and the human pick-up throwers better on the line and like the usual catcher or runner to bring the ball up from the backfield, and better to have two skink runners covering the ball then one against werewolf blitzes and funny pick-up rates and getting the ball to the other side of the field against slow human throwers, and without +1ag, av, and good with block, sidestep, sneaky git, and defensive, before 80k +1 str, with at least a good starting skill without the best value rolls? Or more value than a halfling and less than an elven catcher at one. And probably one sneaky git/av runner, and triple blodger/stats skinks, not bein elves and gettin too carried away with sidesteps besides randoms, might need those two 9av blitzers to survive the first kickoff, but definitely no more than one of the most valuable catcher with survivability and saving for a rainy day? Well we stab stunned a nurgle zombie on the sideline!, and got kod, but one more go for it roll and we would of had 1-0 on turn 16, with just 65k winnings and an injured runner, and can't catch for nothing with those disturbing prescences around, and dump it off to an unmarked player or blitzer behind next time anyway, better then declining the second dump off, and could of used that extra 10k on the second keg for two assassin kos against regenerating nurgle, and can always use at least one more 7ma runner to catch that pestigore on defense before the blitzer rush for such slow elves? Or two runners for the hand-off at 910k, 7 and 8 squares up for the blitzes and a little away from the mighty blow center and next to the blitzer on the side of the pile on d. And at least worth a couple assassins on the bench, after replacing the linemen with witches and stayin at 13-15 players, and might as well go for 15 players at 1.3m only needing more +2ag 9av blodge line elves anyway, and tentacles trappin elves like flys, and save money from expensive mistakes with 5 70k linemen at 15 players, and probably better with an apo with about about one serious injury in most games so far, and was ready to win a 3 reroll 2 bloater starting rematch if the internet hadn't failed me?

If he's ST 4, I think that'd make a HUGE difference, but he's probably still too much for the teams he plays for, which is a shame.
