Oh, the "question mark people" are actually people who speak a foreign language. I don't know why ponytown makes it look like they speak question marks but if you pull up yer chat and speak to one of these question mark people it will show what they're speaking originally in the public chat box.

Hey!! The question mark people are actually people their own language but is not supported by pony town for example: arabic the way they know what they're saying is the 2 chat bubble here top of the chat button!
