Impartation is old testament. Baptism is new testament. (Luke 11:13)How much more shall your Father who is in heaven give what is good to those who ask Him! (Acts 2:17) And it shall come to pass, in the last days, (saith the Lord,) I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams.....Who needs to go through any man to receive the Holy Spirit? However, one can receive the Holy Spirit though the laying on of hands. This does not involve any sort of service, or loyalty to the one who lays on of hands. One must be only a believer, having accepted Christ as their Savior.
