As an Outsider newly moved to Tennessee, the word on the street is that Atlanta local and state government is corrupt. If what the whistle-blower says is accurate, then yes, these financial actions are against the (civil) law and they should qualify abusers for removal from office. "For the love of money is the root of all evil."
