Vibrato should be part of the sound. In other words, something that is integrated into your sound and not "added on" to your tone. Your tone should always be "vibrant", but the vibrato will be most audible on the longer notes (such as quarter and eighth notes in the lyrical etude). Think about singing. Sing the phrase and listen to where your voice vibrates - it is the same on the flute.

Hello Shelly, I think the grace notes should be played before the beat. When music of our day (contemporary music) is notated like this it is generally played before the beat. I would not accent them but gently play them before the beat, and lean on the main note on the beat. I am assuming you are speaking about bars 9 and 13.
