It would likely depends on a few situations. Haven't had the chance to actually test that as of yet, since henry and boudica are fairly new. In the case of a city garrison so long as you had a significant troop count it would hold very well. Of course considering Boudica Henry is archer heavy the troop disadvantage would hurt in a flag or fort, although it wouldn't be impossible and the trade would be move even if the enemy had the field and were getting tagged by the AoE Theo throws out. If you are defending a flag or other alliance building Zeno Flavius seems to hold very well against her from the few times the matchup has come across if you need an infantry march to deal with boudica henry. Jadwiga YSS would also probably do a solid job of holding up against her, especially with the cavalry advantage. Definitely a good question, and will need to run some tests to get a confident answer, which should come in the near future.
Not Every Pair but she is definitely solid together, helps even out the heavy debuffing that is typical of trying to beat zenobia with her personal cleanse. She is certainly much better with the new swarm heavy meta as well so she will see increased use as a result!
@Puerto Rican Papi certainly in a 1v1 with no consideration of field presence and reinforcement ability you could make the argument that zeno theo would be very solid in most cases, but there are a lot more factors to consider than just rally v garrison 1v1 reports, because those don't consider who has field control, how well reinforced rallies or Defenses are, etc., which are all also factors that determine combat success, and factors that other commanders deal with differently from one another. They are excellent tools to better your understanding of interactions on an individual basis but you must consider all the factors in the field. Zeno theo is a great generalist option for sure when you want something solid, and I mentioned the pairing was solid in the video, but diversity in commanders is and always will be your best option overall for success, which is why I also mentioned other commanders who are viable with Theo.
