i guess it makes sense that Engineer is the last "monster" you encounter, since he is Spy's greatest enemy. it would make sense for him to be the biggest challenge in this world

Also in the final level you only shut down 8 servers, 1 for each class except the engineer, who is connected by the intel instead (because engi mains turtling in intel), and the intel was left in the server
