You install android studio or xcode, then you drag&drop the sf app device build into your emulator - this is for running sf on an emulator, nothing special regarding local dev yet. Then you install the local dev CLI plugin, and launch it with sf lightning dev app -t android or -t ios. That will tell you if you're missing something (typically JAVA_HOME, ANDROID_HOME, the SDK tools....). In the case of Android, you need to also install a certificate, the plugin tells you how to do that !
