Can I make my strap using just seatbelt webbing?

I’m new to this so I’m probably asking a stupid question but how do you fuse Decovil Light to vinyl??

Not a stupid question at all! I typically will use a pressing cloth over the decovil to protect the vinyl. And I’ll move the iron frequently.
