It's nearly impossible for Taiwan to do that. 1st, Taiwan is actually not a UN member. 2nd, China is one of the 5 countries that have a Veto Power. In short even if 99% voted for Taiwan's independence it will not take effect since China will Veto it. So you see, Taiwan is not slow, what you just said is just near impossible. These are the only way where I can see Taiwan to be "officially" an independent country is: 1. If international communities will start to recognize Taiwan as an independent country. 2. If Taiwan could fully repel China's attack -- since this could be considered a successful rebellion, and its one of such cases where countries will start to recognize jurisdiction of a new country. Honestly, I think the international community should start to recognize Taiwan as an independent country. One China Policy is BS! Look at HK. Agreement between British-China had already been violated. So don't trust on Taiwan being autonomous if they'll agree to join back with China.
