The VA wants to give Veterans crumbs while non-veterans get large payouts in law suits for the same injuries.
I'm currently 100% permanent and total would it be useless to submit a 1151 claim due to new complications from VA surgery? Have I reached the max compensation I can receive and 1151 claim wouldn't increase compensation?

For both of you no. You can file an 1151 separate from your regular ratings.
