If I can recall, last time I watch the Cartoon Network next bumpers with the female announcer's voice (from a older version that was probably long gone), I remember seeing a title saying that it was from a pan-European feed.
I'm an Africa viewer and can confirm that there's only one CN Africa feed for all of Sub Saharan Africa. Thou Cartoon Network Africa did use text I think the hands are only for a few Bumpers cause I don't recall the hands on the African feed. Also the lady's voice is now the announcer for Boomerang Africa.
Some were from the HQ feed (Aka the pan-european feed), Since using text would make no sense as the feed was broadcasting in multiple languages, they used arrows. Eventually, One african feed became the MENA feed, with the other being the regular African feed.

I'm so glad I'm a Cartoon Network Africa viewer our feed kept airing older Shows long after the US Stopped.
