I feel like this is valid counter play, but only continues the cycle of rock paper scissors since part of his game plan is to condition parry and if your mental stack is focused on perfect parry DR he can throw out a command grab projectile to catch you buffering this as you will have a harder time reacting and jumping in
At these ranges you ought to have no issue reacting to the difference of the grab even if it's no where near the front of your mental stack. If you have issues reacting to the grab, you're going to have more immediate problems to solve in SF6, like reacting to DIs.

This is overly simplistic to the point of being condescending. JP has a full screen command grab, feints and portal - this is one facet of what a nightmare he is to fight against.
i Just watched Snake Eyes Zangief rolling all over the other player in a tournament. Now i don't think jp is broken just annoying but zangief seem busted .

Blanka can get 10% more damage off this. I think Honda does as well. Most of the cast can get around the same with various meter usage.
