Where to find the top off dinner building to open the tarmac turf map

Any idea where the blue print is for Tarmac Turf in Bill's Builds? I'm 100% in the course but only 75% in the location blueprint builds, having the other 3 locations built...

I believe this blueprint is not yet available, perhaps in a next update (I don't have it either)
